Rankings in International Surveys
Singapore continued to score well in international surveys conducted by the International Institute for Management Development (IMD) and the Political and Economic Risk Consultancy (PERC).
In the 2009 IMD World Competitiveness Yearbook, under the criteria of “Legal and Regulatory Framework”, Singapore was ranked second behind Hong Kong.
In the PERC report, the ranking of Singapore’s judicial system among 12 jurisdictions in Asia was second after Hong Kong. The report of findings from the annual survey of expatriate perceptions of different judicial systems described the Singapore legal system as “doing an excellent job” and one that no other system tops “in terms of the efficient way it carries out its functions”. It was also reported that expatriates working in Singapore were very impressed with the quality of the system when it comes to dealing with commercial litigation, protecting investors and enforcing contracts.
Supreme Court Signs First-Ever Memorandum of Understanding with the Supreme Judiciary Council of the State Of Qatar

On 16 November 2009, the Supreme Court signed a Memorandum of Understanding (MoU) with the Supreme Judiciary Council of the State of Qatar. A seven-member delegation, led by Chief Justice Masoud Bin Muhammad Al-Ameri, visited Singapore for the event. This is the first-ever MoU signed with a counterpart judiciary and it represents a key milestone in the tradition of close ties between the two countries. The MoU will further enhance bilateral cooperation between the two judiciaries and enable greater sharing of experiences on various fronts including training and judicial administration.
During their visit, the delegation paid a courtesy call to Associate Professor Ho Peng Kee, Senior Minister of State for Law & Home Affairs. They also attended presentations by the Subordinate Courts and the Singapore Mediation Centre on alternative dispute resolution in Singapore.
