APPOINTMENT OF THE HONOURABLE JUSTICE JUDITH PRAKASH TO PRESIDE OVER ARBITRATION MATTERS BEFORE THE HIGH COURT


               The Honourable the Chief Justice has appointed the Honourable Justice Judith Prakash to preside over all arbitration matters brought before the High Court. These include appeals against arbitral awards and all applications arising from arbitration proceedings over which the High Court has jurisdiction pursuant to the Arbitration Act (Cap 10) and the International Arbitration Act (Cap 143A). The Judiciary encourages the use of the arbitration process in the resolution of disputes in suitable cases, for instance, disputes arising out of building and construction projects.

2             The Judiciary recognises that to enhance Singapore’s stature as an international commercial dispute resolution centre, the institutional infrastructure must be complemented with Judges of the highest calibre and integrity who are competent to adjudicate complex cases which come before the courts. Over the past decade, the Supreme Court Bench has been strengthened with judicial appointments of the best legal minds in the country from the Bar, the Legal Service and the academic circle. The quality and integrity of the Judges, as well as the efficiency of the court system, are seen as crucial factors in attracting legal and dispute resolution work to Singapore.

3             The appointment of a High Court Judge specially to preside over arbitration matters emphasises the Judiciary’s continuing pledge to ensure that Judges with the requisite expertise and experience preside over cases involving highly specialised areas of the law and commercial practice. Together with the establishment of the Admiralty Court and Intellectual Property Court in 2002, the highest standards in the delivery of justice in complicated commercial disputes are maintained.
